2.5.4 Sustainable food purchases
Policy on Promoting and Supporting the Procurement of Environmentally Friendly Products
To ensure that all divisions and departments of Srinakharinwirot University (SWU) take part in promoting the university’s sustainable and environmentally friendly growth in alignment with its strategic goals, the university encourages and supports the procurement of environmentally friendly products under the following guidelines:
Specification Development:
Units or departments intending to procure environmentally friendly products shall prepare the specific requirements or terms of reference (TOR) to include environmentally friendly features or specifications.
Verification of Certified Products:
After preparing the TOR, units or departments must verify whether the intended products are listed as environmentally friendly in the database of certified products and services by the Pollution Control Department at http://gp.pcd.go.th.
Procurement Methods:
If the environmentally friendly products or services have only one certified supplier, procurement shall be carried out through a specific (direct) procurement method.
If there are two or more suppliers, the selective procurement method shall be used.
If the unit does not wish to proceed under the above methods, it may opt for open tendering instead.
If no certified environmentally friendly products or suppliers are listed in the database, the procurement shall be conducted in accordance with the procedures prescribed in the Government Procurement and Supplies Management Act, B.E. 2560 (2017).
In cases where units or departments do not intend to procure environmentally friendly products, the specifications or terms of reference shall be prepared in line with the objectives of that particular unit or department.
This policy is effective from now onward.
