3.3.6 Smoke-free policy

Srinakharinwirot University Announcement
Subject: Policy on the Protection of Non-Smokers’ Health and Designation of Specific Smoking Areas, B.E. 2564 (2021)

In accordance with the Ministry of Public Health Announcement on the Designation of Types or Names of Public Places, Workplaces, and Vehicles as Smoke-Free or Smoking Areas within Smoke-Free Zones, B.E. 2561 (2018), and the Ministry of Public Health Announcement on the Characteristics and Methods of Displaying No-Smoking and Smoking Area Signs, B.E. 2561 (2018), issued under the Tobacco Products Control Act, B.E. 2560 (2017), which stipulate that higher education institutions are public places that must protect the health of non-smokers by designating smoke-free zones or specific smoking areas within smoke-free zones, in order to protect non-smokers’ health and develop Srinakharinwirot University into a sustainable smoke-free university.

By virtue of Sections 29 and 34 of the Srinakharinwirot University Act, B.E. 2559 (2016), the University hereby issues the following announcement:

Clause 1

This announcement shall be cited as the “Srinakharinwirot University Policy on the Protection of Non-Smokers’ Health and Designation of Specific Smoking Areas, B.E. 2564 (2021).”

Clause 2

This announcement shall take effect from the date of its promulgation.

Clause 3

All areas within the University and areas under the University’s supervision shall be designated as smoke-free zones, except for areas specifically designated as smoking areas.

Clause 4

Hospitals, clinics, health service centers, demonstration schools, preschools, and playgrounds under the University’s supervision, whether fenced or not, including areas within five (5) meters from any entrance or exit of such places, shall be designated as smoke-free zones.
If such a place does not have a clearly defined entrance or exit, or is accessible from all directions, the five-meter distance shall be measured from the main entrance or exit designated by the responsible authority.

Clause 5

All University welfare vehicles transporting personnel and students, as well as all waiting areas for such vehicles located on University premises, shall be designated as smoke-free zones.

Clause 6

All faculties, offices, and internal units of the University shall ensure that areas under their supervision are designated as smoke-free zones. The conditions and characteristics of smoke-free zones shall comply with Section 43 of the Tobacco Products Control Act, B.E. 2560 (2017).

Clause 7

Faculties or internal units of the University may designate specific smoking areas within smoke-free zones, subject to the approval of the unit’s executive committee. The conditions and characteristics of such smoking areas shall comply with Section 44 of the Tobacco Products Control Act, B.E. 2560 (2017).

Clause 8

All faculties or internal units shall display no-smoking signs clearly and publicly in appropriate numbers within their supervised areas, as follows:
8.1 At the main entrances of the University, faculties, offices, or shared public areas
8.2 Around the exterior areas of buildings or structures under the unit’s supervision
8.3 At the main entrances of buildings or structures
8.4 On rooftops of buildings or structures
8.5 Inside University welfare vehicles and at welfare vehicle waiting areas

The design and format of the no-smoking signs shall conform to the Ministry of Public Health Announcement on the Characteristics and Methods of Displaying No-Smoking and Smoking Area Signs, B.E. 2561 (2018).

Clause 9

If a unit designates a specific smoking area within a smoke-free zone, no-smoking signs shall be displayed clearly and publicly within that designated smoking area. If the smoking area has a clear entrance, a smoking area sign shall also be displayed at the entrance.
The design and format of the smoking area signs shall also comply with the Ministry of Public Health Announcement on the Characteristics and Methods of Displaying No-Smoking and Smoking Area Signs, B.E. 2561 (2018).

Clause 10

All faculties or internal units shall organize public relations activities or campaigns to encourage and motivate students and staff to reduce, quit, or refrain from smoking.

Clause 11

Faculties or internal units of the University are strictly prohibited from receiving any financial support, prizes, or sponsorships from tobacco companies or their representatives, as well as from engaging in any activities that promote the sale of tobacco products within the University.

Clause 12

The President of Srinakharinwirot University shall be responsible for the enforcement of this announcement.
In the event of any disputes regarding interpretation or implementation, the President’s decision shall be final.

Effective from this date onward.
