12.2.7 Disposable policy: extensions to services

Srinakharinwirot University embeds environmental responsibility into its purchasing decisions through a formal policy promoting and supporting the procurement of environmentally friendly goods and services. All faculties and units are encouraged to specify green criteria in their technical specifications and terms of reference, and to cross-check products and suppliers against the national database of eco-labelled goods and services maintained by the Pollution Control Department. Where certified green options exist, the policy guides units to use appropriate procurement methods that favour these suppliers, while still complying with public procurement law. By systematically integrating environmental attributes into tendering and supplier selection, the University directs its purchasing power towards products and services that minimise environmental impact and support sustainable development.


Policy on the Promotion and Support of Environmentally Friendly Procurement

In order for all faculties, offices and units of Srinakharinwirot University to contribute to the University’s strategic objective of sustainable and environmentally friendly development, the University promotes and supports the procurement of environmentally friendly goods and services. The operational guidelines are as follows:

  1. Any faculty, office or unit that intends to procure environmentally friendly goods or services shall specify the technical specifications or draft the terms of reference (TOR) to clearly indicate that the goods or services must possess environmentally friendly characteristics or attributes.

  2. Once the requirement has been specified in accordance with item 1, the faculty, office or unit shall verify the list of environmentally friendly products by checking the database of certified environmentally friendly goods and services of the Pollution Control Department at: http://gp.pcd.go.th

  3. If, after verification, it appears that the goods or services to be procured have only a single certified supplier, the faculty, office or unit shall proceed with a specific (direct) procurement method from that supplier or service provider. If there are two or more certified suppliers or service providers, the faculty, office or unit shall use a selection method for procurement. Should the faculty, office or unit not wish to use the aforementioned methods, it may instead use an open competitive bidding process.

If, after verification, there is no certified supplier listed as providing goods bearing an environmentally friendly label, the faculty, office or unit shall proceed in accordance with the procedures stipulated in the Public Procurement and Supplies Administration Act B.E. 2560 (2017).

Furthermore, if a faculty, office or unit does not wish to procure environmentally friendly goods or services, it shall nevertheless specify the technical specifications or draft the terms of reference in a manner that is consistent with the objectives and needs of that particular faculty, office or unit.

This policy shall take effect from the date of its announcement.
