10.6.10 Disability accommodation policy

Srinakharinwirot University maintains a dedicated accommodation policy and designated housing facilities for students with disabilities. The University’s Housing Office operates specially adapted residence halls and rooms for students with impairments, ensuring accessible living environments including barrier-free design, appropriate amenities, and proximity to academic and campus facilities. These rooms are listed and described publicly on the University’s dormitory webpage, enabling transparent access and supporting inclusive student life. Through this policy and physical provision, SWU ensures that students with disabilities have equitable access to safe, comfortable and accessible accommodation as part of its commitment to inclusive higher education.

Regulations of Srinakharinwirot University
on the Provision of Education for Persons with Disabilities
and Support for the Education of Students with Disabilities B.E. 2561 (2018)

In order to promote and support education for persons with disabilities so that they receive educational rights equal to those of other persons in being admitted to study at Srinakharinwirot University, and to support the education of students with disabilities in accordance with the law on the provision of education for persons with disabilities,

By virtue of Section 23 (2) of the Srinakharinwirot University Act B.E. 2559 (2016), the Education for Persons with Disabilities Act B.E. 2551 (2008), and the Announcement of the Office of the Higher Education Commission on Guidelines for Promoting the Provision of Higher Education for Persons with Disabilities, together with the resolution of the University Council at its Meeting 10/2561 on 9 October 2018, the following Regulations are hereby issued:

Clause 1

These Regulations shall be called the “Regulations of Srinakharinwirot University on the Provision of Education for Persons with Disabilities and Support for the Education of Students with Disabilities B.E. 2561 (2018).”

Clause 2

These Regulations shall come into force on the day following the date of their promulgation.

Clause 3

In these Regulations:

“University” means Srinakharinwirot University.

“Section” means an academic or administrative unit as defined in the Srinakharinwirot University Act B.E. 2559 (2016).

“Committee” means the Executive Committee for the Promotion and Support of Education for Students with Disabilities of Srinakharinwirot University.

“Person with disability” means a person with disability under the law on the provision of education for persons with disabilities.

“Student with disability” means a person with disability who has been admitted as a student of the University.

Clause 4

The President shall be responsible for the execution of these Regulations and shall have the authority to issue implementation guidelines consistent with these Regulations and to make determinations in cases where there is a problem of interpretation. Such determinations shall be deemed final.


Chapter 1

General Provisions

Clause 5

The University shall admit persons with disabilities who hold a disability identification card issued under the law on the promotion and development of the quality of life of persons with disabilities to study at the University in an appropriate proportion or number, taking into account the readiness to provide education for persons with disabilities, so as to comply with the quality standards for higher education.

Clause 6

The University shall exempt students with disabilities from paying tuition fees, maintenance fees, other fees, and expenses similar to tuition and maintenance fees, and shall request financial support for the education of students with disabilities from the Office of the Higher Education Commission in accordance with the criteria and procedures prescribed by the Office of the Higher Education Commission.


Chapter 2

The Committee

Clause 7

The President shall appoint the Executive Committee for the Promotion and Support of Education for Students with Disabilities of Srinakharinwirot University, comprising:

  1. Vice President for Student Potential Development, as Chairperson;

  2. Experts in special education, as members, who possess knowledge and experience in the provision of education for persons with disabilities, in a number not exceeding four persons;

  3. Deans of Sections that admit persons with disabilities, as members;

  4. Director of Physical Development Division, as member;

  5. Director of Sustainability Development Division, as member;

  6. Director of the Dormitory Management Center, as member;

  7. Director of Student Affairs Division, as member and secretary;

  8. Head of Guidance and Counseling Unit, as assistant secretary.

Members under (2) shall hold office for a term of two years and may be re-appointed.

Clause 8

The Committee shall have the following powers and duties:

  1. To determine policies and operational guidelines for promoting education for students with disabilities;

  2. To jointly provide consultation so that the promotion of education for students with disabilities is carried out effectively;

  3. To appoint sub-committees or working groups to perform any tasks within the powers and duties of the Committee.


Chapter 3

Promotion of the Provision of Education for Students with Disabilities

Clause 9

The University shall promote and support various welfare measures for students with disabilities, including scholarships, counseling services, and other appropriate welfare benefits so that students with disabilities can pursue their studies without obstacles.

Clause 10

The University shall arrange and improve the physical environment, buildings and learning resources so that students with disabilities can easily access and use them. Instructional media shall be prepared and curricula improved as appropriate to accommodate students with disabilities, and career guidance shall be provided upon graduation.

Clause 11

In admitting persons with disabilities to study, Sections and relevant units shall provide services to students with disabilities that are appropriate and responsive to the specific needs of each type of disability.


Chapter 4

Conditions for Admission of Students with Disabilities to Srinakharinwirot University

Clause 12

The University shall admit persons with disabilities who have completed upper secondary education (Mathayom 6) or equivalent and have not previously completed a bachelor’s degree to study at the University through a special admissions scheme for persons with disabilities or other forms of admission. The criteria for admission, number of places and types of disabilities to be admitted shall be determined in accordance with the appropriateness of each Section, curriculum and field of study.

Clause 13

For each academic year, the initial consideration of admitting persons with disabilities shall be undertaken by the Sections, in order to admit persons with disabilities to each curriculum in an appropriate proportion or number, taking into account the readiness of the Sections in providing education for students with disabilities so that higher education is delivered with quality and in accordance with standards set by professional councils. Sections shall notify the number of places for persons with disabilities to be admitted in each field of study and type of disability so that the University can proceed to announce admissions.


Transitional Provision

Clause 14

Students with disabilities who were admitted prior to the entry into force of these Regulations shall be regarded as students with disabilities under these Regulations.
